Background of PIPA Trust
In February 2008, the Government promulgated the Phoenix Islands Protected Area Regulations 2008, thereby creating the Phoenix Islands Protected Area (PIPA), the largest marine protected area in the world. The Government of Kiribati enacted the Phoenix Islands Protected Area Conservation Trust Act 2009 that gives the PIPA Trust a legal existence and has charitable status under the laws of the United States of America. The act does not make provision for how PIPA is to be managed as that is provided for by the PIPA Management plan which is developed under the Environment Act 1999.
